How to make the right choice
As with any purchase, you need to make sure that you get the most out of it. If we are talking about a computer for learning, the top priority should be durability. Processors

When comparing models, be sure to see how much disk space is in a given configuration. A storage device (solid-state drive or hard disk drive) is a place where data is stored. Think of it this way: your hard drive is like a bookshelf. This is where you store all your books. When you need a book, you take it off the shelf. If you will be dealing with a lot of multimedia, you’ll need at least 500 GB of storage, preferably 1TB or more.
Random-access memory (RAM)

Wireless connections
A good option would be to choose a computer with a built-in Wi-Fi and Bluetooth module. But keep in mind that having it will add some amount to your budget. And you do not always need a wireless module (a classic desktop computer is almost always connected via a network pair), so there is reason to save a little.
Operating System
In some cases, the finished assembly will be sold without the OS installed, as this can significantly reduce the total cost of the PC. But in this case, you will need to install the necessary software, which is not always rational from the point of view of the average user.
